What is Humber LNP?  

Local Nature Partnerships (LNPs) are a government initiative[1] aiming to bring together a diverse range of stakeholders, at a local level, from the three sectors: Environmental-Economic-Social. The overall objective is for the three sectors to join forces and effectively contribute to the sustainable development of the local area (in this case the Humber), by creating a "Vision" and "Plan of Action" of how the natural environment can be better taken into account in decision making.  The government’s vision on LNPs is that they will:
  • Bring together a range of local stakeholders to join efforts and make the best use of the available resources.
  • Demonstrate local leadership.
  • Add value to a local area’s development.
  • Deliver integrated outcomes that will provide a strategic approach to the development of the area.
The Humber Management Scheme (HMS) has been awarded Local Nature Partnership capacity building from Defra to explore opportunities for implementing a Local Nature Partnership on the Humber (Humber-LNP). HMS will report on the outcome of the development project at the end of June 2012.

What are the aims of the Humber-LNP "Development Phase"?
 
The Development Phase of the Humber-LNP focuses on three main areas: 
  • Establishing a partnership with a wide scope (Broad membership): Engage with relevant stakeholders, representing the three sectors (Environment, Economic, Social) to consult on the aims, priorities and scope of the potential Humber-LNP.
  • Proposing common initiatives (Broad agenda): Identify and propose specific initiatives/projects, for the Humber-LNP to develop further. Propose a structure where all three sectors are represented and able to identify opportunities and priorities for common work.
  • Contributing to a strategic view "Humber Vision": Identify key priorities for an integrated vision of the region.

Why is Humber-LNP relevant to the Environment Sector in the Humber?

The development project of the Humber-LNP focuses on the geographical area of the Humber Estuary, providing an opportunity for the Environment Sector to guide the discussions for the creation of a structure, specifically for the Humber. The potential specific benefits include:
  • A mechanism for joined dialogue and work on the sustainable management of the Humber Estuary, engaging also the Economic and Social Sectors.
  • An opportunity to developed information, initiatives and tools for the sustainable management of the Humber Estuary (European Marine Site) from a more holistic perspective.
  • The LNP development Project will explore opportunities with the potential to help the daily management of the European Marine Site, helping the delivery of Statutory Duties in the Humber Estuary (European Marine Site).
  • Working towards a more holistic view of the Humber through the development of an integrated "Humber Vision" developed by the Environment, Social and Economic sectors.





Why is Humber-LNP relevant to the Business Sector in the Humber?

The development project of the Humber-LNP focuses on the geographical area of the Humber Estuary with a “working across the Humber” approach and identifying the Humber as a single entity (as opposed to a North Bank – South Bank approach). Therefore it provides an opportunity for Businesses to take part in the discussions for the creation of a structure, specifically for the Humber. The potential specific benefits include:
 
  • A mechanism for joined dialogue and work where Business can engage with the Economic and Social Sectors.
  • An opportunity to developed information, initiatives and tools for the sustainable development of the Humber with the support of the three sectors. 
  • Collaboration in assisting the forward planning of the Humber and potential to smooth development, contributing with a sustainable approach.
  • Cooperation in closing the gap between the environment and economic development, working towards a more holistic view in a “Humber Vision” developed by the three sectors. 






Why is Humber-LNP relevant to the Social Sector in the Humber?

The development project of the Humber-LNP focuses on the geographical area of the Humber Estuary, providing an opportunity for the Social Sector to guide the discussions for the creation of a structure, specifically for the communities on the Humber riverside. The potential specific benefits include:
 
  • A mechanism for joined dialogue and work where community initiatives can engage with the economic and social sectors.
  • An opportunity to developed information, initiatives and tools for the sustainable development and the well being of the citizens in the Humber, with the support of the three sectors. 
  • Collaboration in assisting the population well-being and addressing the local needs, contributing with a sustainable approach.
  • Working towards a more holistic view of the Humber through the development of an integrated "Humber Vision" developed by the Environment, Social and Economic sectors.






How can I get involved in the Consultation Process developing the Humber-LNP?
 
The consultation process for the development of a potential Humber-LNP runs from January 2012 to June 2012. During this time there will be different meetings and workshops, you can also register your interest to get involved in the Consultation Process. Alternatively you can check the Humber-LNP “Development” News for updates on what is happening.   
 






What would be the structure of the potential Humber-LNP?
 
The final decision on the structure will come from the discussion on the scope of action and initiatives to be developed by the Humber-LNP, also the balance between strategic and delivery components of the initiative. 
It seems wise at this point to explore different options and consider the structures and initiatives currently present so not to duplicate what is already working very well in the Humber. Humber-LNP should develop as a mechanism enhancing the good existing examples of cross-sector cooperation in the Humber.

HMS obtains funding to explore implementation of  Local Nature Partnership

In June 2011, the government lauched a White Paper, The Natural Choice: securing the value of nature, which outlined the governments vision for the natural environment over the next 50 years.  The Natural Environment White Paper recognised that partnership working is the best way to achieve effective action for the natural environment and set out a vision for Local Nature Partnerships (LNPs).  
 
As part of the development of LNPs, the government lauched a one of LNP capacity building fund which the Humber Management Scheme was successful in obtaining.  From January 2012 until June 2012 the Humber Management Scheme will be delivering the Humber LNP development project which has four objectives objectives:
 
  • To engage existing and new stakeholders in the project, especially from socio-economic sectors.
  • To understand, define and agree on how a Humber LNP would operate including membership, structure, function and funding
  • To develop an integrated Humber Vision which incorporates ecosystem services and benefits.
 
Develop potential Humber Estuary LNP priorities which add value to the work of the HMS. If you have an interest in the Humber Estuary from an economic, social or environmental perspective, please register your interest and get involved in the project.  











 
Humber-LNP "Development" holds a Consultation Workshop

Humber Management Scheme (HMS) in cooperation with Humber Industry Nature Conservation Association (Humber INCA) are holding a Consultation Workshop on the  potential implementation of a Local National Partnership on the Humber (Humber-LNP). The objective of this workshop is to consult stakeholders present in the Humber on the aims and scope of a potential Humber-LNP, the initiatives that such a LNP would take forward and start the discussion on a "Vision for the Humber". The Consultation Workshop is aimed at stakeholders from the three sectors: Environment, Economic and Social.

The Humber-LNP "Development" Consultation workshop will take place on the 30th of March 2012, as a morning session, at the Best Western Reeds Country Hotel in Barton upon Humber. For further information consult the agenda and to register, please e-mail b.hay@humberinca.co.uk













Wide support gained for Humber LNP at “Consultation Workshop”

Humber Management Scheme (HMS) in cooperation with Humber Industry Nature Conservation Association (Humber INCA) held a Consultation Workshop on the potential implementation of a Local National Partnership on the Humber (Humber LNP). The objective of this workshop was to consult organizations and people in the Humber on the aims and scope of a potential Humber LNP and start the discussion on a "Vision for the Humber".
The Consultation Workshop was well attended by representatives of the three sectors: Environment, Economic and Community, offering also a well balanced discussion between them. A clear support to the initiative was raised and there was a very positive and constructive discussion on the main benefits and local objectives of the Humber LNP. The preliminary conclusions are now available below as well as the speaker’s presentations.

Located on the northeast coast of England the Humber Estuary is the country's largest port complex handling 14% of the UK's international trade.
